Whether you need council approval depends on where the skip will sit.
On your own property: no approval needed
A skip on your driveway, front yard or other private land doesn't need City approval. Make sure the truck can reach the spot and the bin won't block the footpath. This is by far the easiest option.
On the verge, footpath or road: a traffic management plan
The City of Rockingham requires an approved Traffic Management Plan (TMP) before skip bins are placed on any verge or roadway. A TMP isn't a simple form. It must be:
- designed by an accredited traffic management plan designer, following the Main Roads WA code of practice
- submitted with a certificate of currency for public liability insurance
- lodged and paid for through the City's Rock Port online portal
When we checked in October 2026, a basic plan review cost $300 and took 14 business days. Fees are non-refundable and approval isn't guaranteed.
What this means in practice
Because of the accreditation and insurance needed, most householders can't do this themselves. If the bin can't go on your property, ask the provider whether they can arrange a traffic management plan, what it adds to the price, and how much notice they need.
Check the current rules
Fees and requirements change. Check the City of Rockingham's roads, footpaths and traffic page, or call the City on 9528 0333, before you book.
